Pedestrian-unfriendly traffic light timings
This intersection/interchange sees heavy pedestrian traffic, but the stoplight programming leads to frequent crossing against the light. There are many small, one-way roads that comprise this intersection---it is often the case that a pedestrian is waiting to cross one and has a "do not walk" signal, despite the cars in the one-way road having a red light. More fine-tuning of the individual pedestrian signals to ensure that the pedestrian light for any given crossing is always green when it is safe to cross would go a long way to reducing crossing against the light and would thus improve overall safety and comfort. If that is not feasible, it's possible that just removing the pedestrian crossing signals altogether is worth consideration. In the current state, the crossing signals seem to be largely disregarded in practice.
